These are the early notes documenting the events still taking place in Grafton, NH. The authors will be providing more details telling the story as time allows. A reader might infer the most pertinent information by reading "Boucher's reply to NREMT Attachment" and then reading the suspension letters. Those needing more detail will want to read the links in chronological order as presented below.

The authors have received ample comments on this site. The nature of these comments suggest that perhaps some readers are focusing on the minor issue of Frost and Dugan not having enough training. It is not the suggestion of the authors that either Frost or Dugan are not qualified to be EMTs.

We live in an imperfect world. Humans make mistakes. We accept that. What is important is how people behave when their mistakes are exposed. Good people own their mistakes, make corrections, and all is forgiven.

It is our opinion that bad people will conceal their mistakes, deny their errors, try to shift blame, and seek to punish the whistleblowers. This is what is happening in Grafton Volunteer Ambulance.

It isn't too late for Sean, April, and Aaron to simply admit their errors. Sean has resigned GVA but has not admitted his fraud, instead claiming he's embarrassed to be a member. All three continue to attack, retaliating against Boucher. We invite our readers to reach out to the Frosts and the Dugans and encourage them to do the right thing.

Back in March of 2014, a dedicated member of Grafton Volunteer Ambulance noticed an irregularity in the online training records. Dotti Ernst shared her observations with Howard (Jay) Boucher. They agreed that the information was suspicious but inconclusive. Ernst made copies of what she found and Boucher telephoned the NH Department of Safefy, Bureau of EMS. NH EMS was interested and asked Boucher to forward his findings. NH EMS also suggested that Boucher provide his complaint to National Registry of Emergency Medical Technicians (NREMT).

Until now, Boucher had been considering that it was a simple arithmetic error or that some other explanation could exist. For the first time, Boucher realized that the fraud was intentional now that he saw what Dugan had provided to NREMT. Per NREMT's request, Boucher replied.

At the June GVA meeting, Aaron misleadingly announced that GVA was being audited (not just Sean and April). Days after that, Boucher showed the information from NREMT to John Babiarz. Babiarz was outraged and stated that "we" need to address this. Boucher pointed out the NREMT had not yet made a decision and we should wait for that.
At the July GVA meeting, Aaron denied any problem with April's or Sean's license. Dotti reminded Aaron of his words.

Two days later, April issued another email. She incorrectly cited a regulation and dismissed the request to see GVA correspondence. She also started fabricating a campaign attacking Ernst and Boucher.

Unknown at the time to Boucher, Ernst, and Babiarz, NH EMS made a decision.

Boucher approached Babiarz that Sean, April, and Aaron were still not admitting wrong-doing to the department. Babiarz got the idea to go to GVA's Medical Director Dr. Tom Trimarco at DHMC. Babiarz said he would approach him after the next Continuing Ed session on August 12th. Boucher and Ernst attended that meeting.
Babiarz started the conversation by stating there was a serious problem in GVA and introduced Boucher and Ernst to provide the details. Dr. Trimarco took the documentation and said he would contact Sean and April directly and also contact NH EMS.
At the regularly scheduled meeting of GVA, Babiarz made the motion to remove April as Captain. He had seen the falsification and noted that April and Sean have been given ample opportunity to explain. The motion carried unanimously.
On Sept 2nd, April sent Boucher an email requesting a meeting "about some ambulance stuff". Ernst received a similar message. It was later learned that April was seeking to discipline both for questioning her license status.
Boucher emailed Trimarco on Sept 5th telling him of the attempted disciplinary action and asked him if he had learned anything from the state. Trimarco arranged a confernece call the same day with Boucher and Ernst. In that call, Dr. Trimarco stated that both licenses had indeed been suspended.
Boucher shared Trimarco's news with Babiarz. Babiarz stated that we needed to remove April and Sean as members at the next meeting. At some time between that Friday and the following Monday (between the 5th and the 8th of September), Boucher learned that John Babiarz would be supporting April as Captain. At the GVFD meeting on Monday, Boucher asked Babiarz if that was true. Babiarz was obviously agitated and shreiked "Show me the papers! Prove they don't have licenses!"
The next day, Boucher phoned NHEMS seeking confirmation. On Wednesday, Boucher spoke with Deputy Bureau Chief Jon Bouffard and explained the need for documentation. Mr. Bouffard was at a loss as to why the department had not been notified and he assured Boucher that the notice would be available as soon as possible. That Friday, Sept 12, Boucher received a phone call from Mr. Cloutier advising him that the letters were available. Boucher drove to Concord that afternoon and received the determination in writing that both licenses had been suspended.

April Dugan made a particular point in her email to NREMT that she is to be addressed as "Dugan". Boucher had specifically asked her preference in an email on April 3rd. Her reply was that "Frost" was "great". Why this is important to her is anyone's guess.

I have received lots of complaints for not including more of Frost's "activities".

Frost has invited yet another lawsuit upon the town and is named personally for his role in the firehouse floor matter. He has let his personal feelings interfere with his position as Selectman. He is using tax dollars to fund his hatred. See the summons and complaint.

Frost is also a Fire Warden in Grafton that conducted an illegal burn of a mobile home on Labor Day weekend that is currently being investigated by NH DES.

Frost is also a member of the Grafton Planning Board. He and his father-in-law, Jim Dugan attempted to charge personal expenses to the Planning Board. The Planning Board specifically voted to not pay those expenses, yet Frost voted to reimburse himself and charged it to the Planning Board's budget. The Planning Board wrote a letter to the Select Board informing them that the expenditure was not approved. Frost sought the advice of legal council that affirmed the Planning Board's position. Frost and his brother-in-law (Leon Dugan, son of Jim) then voted to have the Selectmen pay for Frost's and Dugan's zoning seminar.

Frost is also under scrutiny for rigging the September 28, 2013 tax auction in Grafton. As a Selectman, he introduced and voted for a restriction on the sale of a lot adjacent to his father's home, thereby scaring off potential bidders. April Select Board Minutes Frost bought the property then failed to meet the restriction that he himself imposed. The Selectmen then failed to put a covenant on the deed. (Grafton County Register of Deeds, book 4027, page 580)

Frost and his brother-in-law voted to deny a church a tax exemption ignoring the advice of the Town's legal council. A suit has be filed against the Town.

Frost has earned the nickname "No Show Sean" for his lack of interest in attending meetings. Meeting minutes of GVA have him attending only 2 meetings this year, Fire department 0, Planning Board 3, and he has missed at least 6 Selectman meetings. Leon Dugan has missed 3 Selectman meetings.
